Bill to Abolish Travel Tax Started: What You Need to Know

On March 16, the House of Representatives voted to abolish the travel tax, with 257 lawmakers approving House Bill No. 8464. If passed into law, this would eliminate a long-standing fee that travelers currently pay when booking international flights:  

  • ₱1,620 for economy-class tickets
  • ₱2,700 for first-class flights

Understanding the Travel Tax

Imposed under Presidential Decree 1183 and the Tourism Act of 2009, the travel tax was originally introduced during the Magsaysay administration – not as a revenue tool, but as a deterrent, since foreign travel was previously considered a luxury and the government wanted to conserve foreign exchange reserves. Over roughly seven decades, that rationale has become outdated as international travel has grown increasingly common for both business and personal purposes. 

Why Abolishing It Matters

The Philippines is the only remaining Southeast Asian country that still imposes a travel tax. Singapore, Thailand, Malaysia, and Indonesia allow their citizens to travel internationally without additional fees.

For example, a family of four flying economy class can save ₱6,480 per trip, and a company sending 10 employees abroad saves ₱ 16,200.

What Still Needs to Happen 

An approval from the President. A key concern is how the government will replace the lost funding currently allocated to tourism development and educational programs.
